Nevada-based Dermody Properties kicked off construction on what will be a historic industrial hub for the small West Valley city of El Mirage about 30 minutes northwest of downtown Phoenix.

The LogistiCenter at Copperwing, valued at $1.5 billion, will feature more than 10 million square feet of speculative space and be developed across 1,000 acres over the next decade.

Dermody and its partners broke ground on the first phase of the project on Wednesday next to the Northwest Valley Family YMCA near the southwest corner of Peoria Avenue and El Mirage Road. The first phase will comprise two buildings totaling 566,602 square feet.

As one of the largest industrial centers in the state, the project will also be a game-changing development for El Mirage, which historically only had land to offer potential employers.

The massive site is also located near the recently improved Northern Parkway, an important connection in the West Valley, Loops 101 and 303 and Luke Air Force Base. Construction on the first phase is expected to be completed by June of 2024.

Pat Feeney, Tyler Vowels and Dan Calihan of CBRE Group Inc. are the leasing brokers for the LogistiCenter at Copperwing, which was named after the Air Force base and copper, one of Arizona's five Cs, along with cattle, cotton, citrus and climate.

The general contractor is Illinois-based FCL Builders and the architect is California-based HPA Architecture. The investment partner on the project is Canada-based Healthcare of Ontario Pension Plan, or HOOPP. U.S. Bank is the construction lender.

20 years in the making
The site, which has been mostly used for farming, was first set up for industrial development in the 2000s by the longtime landowner John F. Long Properties, a prominent Valley developer known for spearheading growth in west Phoenix.

The Long family had owned the site, which was once about 1,400 acres, for several decades. El Mirage City Council approved a planned area development for an employment center in 2000, according to the John F. Long Properties website.

Long's goal was to help protect and create a buffer for Luke Air Force Base by limiting residential development close to the base. Noise contours is why much of the land around the base in Glendale is slated for warehouses near the Loop 303 instead of housing.

For years, the El Mirage site didn't see development aside from a few small projects because infrastructure such as water services and nearby roads were still being installed or developed. Phoenix-based Novo Development LLC worked on the property with John F. Long Properties and helped bring needed infrastructure such as an Epcor Water USA facility to service the area.

Feeney of CBRE, who started marketing the site for sale about 10 years ago, said it also took some time for developers to consider building in this area until a couple years before the Covid-19 pandemic.

He said industrial growth slowly occurred south of Interstate 10 and west to Tolleson but took off in the West Valley after the Loop 303 extension was completed in 2018. This was followed by large industrial projects such as the Sub-Zero, White Claw and Red Bull plants and multiple distribution centers in Goodyear and Glendale.

"It was a slow progression going up and west, Phoenix has always moved slowly but surely," Feeney said. "Little did they know the market was coming. Now it's been steamrolling to the west and the north."

Why John F. Long Properties sold the site to Dermody
Pat Gallagher, Southwest region partner for Dermody, said they were one of multiple developers that John F. Long Properties was interested in selling to the site to.

"We had a longstanding relationship with some of the Long family and their consultants," Gallagher said. "They approached us to see if we were interested in acquiring it. They had special needs, they really wanted to close in a relatively short period of time. We had the capital to achieve that, so it was a combination between relationship and our strength of capital."

John F. Long Properties had reached out to more than 10 companies to pitch selling the site, but Dermody rose to the top of the list, said Justin Miller, a partner at Novo Development, which is still involved in the industrial park.

Dermody quickly acquired the site at the end of 2021 for $52 million — it was the largest acquisition in the company's history, while the industrial center is its first project in Arizona. Now, the company has started construction after 14 months of working on the site.

"LogistiCenter Copperwing is perfectly located in the middle of the West Valley," Gallagher said. "We feel we're right in the middle of the bull's-eye of where the growth is."

Last year, El Mirage also gave its support to designate about 700 acres of the LogistiCenter at Copperwing as a foreign trade zone magnet site, which significantly reduces property taxes.

With this park, El Mirage will be able to attract potential employers with hundreds of new jobs and compete with the nearby fast-growing industrial corridors in Goodyear and Glendale.


Tom Doyle, the economic development manager for El Mirage, said most leads that come from the Greater Phoenix Economic Council or Arizona Commerce Authority are looking for existing buildings to locate in. In the past, he said they were only able to compete for projects by offering build-to-suit opportunities, but many companies look for speculative buildings to save on costs and time.

"These are our first speculative buildings," Doyle said. "With these buildings we'll be able to apply for new leads that are looking for existing buildings or build-to-suit, so we're really thrilled to have an opportunity for those two different types of leads."

Dermody Properties said it will be targeting mostly logistics users looking for modern distribution buildings that will offer 100,000 square feet to more than 1 million square feet spaces. Feeney said that the industrial center is a finalist for a couple of potential build-to-suit opportunities.

Industrial demand, especially in the West Valley, has been robust in recent years and continued into 2023. CBRE Group Inc. research shows that nearly 50 million square feet worth of tenants are looking for space in the Valley. The Phoenix metro has also become the fastest-growing industrial market in North America in part because of demand for buildings 200,000 square feet or more.

Dysart School Bond & Override Campaign Gains High-Profile Endorsement

As the Dysart school bond and override vote approaches, the Surprise Regional Chamber of Commerce has now officially announced their support for the bond and the override proposals.

The President and CEO of the Surprise Regional Chamber of Commerce announced today the organization is officially endorsing the upcoming school bond & override. The Dysart Unified School District Governing Board called for a November 5, 2019 bond election and the Chamber is encouraging residents and the business community to support the effort. “A strong, skilled workforce is key to building a strong and local community. That's why the Surprise Regional Chamber of Commerce is working to ensure our future workforce is trained and qualified by supporting the bond and the override.” The estimated bond program would be $152 million to fund land for a new high school, construction of two elementary schools, safety and security upgrades, capital improvements at each site, student transportation, and technology.

Many factors that contribute to the economic growth and development of life in the NW Valley, one of the main factors is the quality of our schools. The mission of the Surprise Regional Chamber of Commerce is to champion economic prosperity, foster a pro-business climate, and to improve the quality of life in our region. Supporting the educational system is one way we accomplish our mission.

Raoul Sada said the reason most chambers are ardent proponents of strong educational systems is that education is in every sense, one of the fundamental factors of development. No country or community can achieve sustainable long-term economic development without substantial investment in human capital. Education enriches people’s understanding of themselves, the world and provides an opportunity for advancement. It leads to broad social benefits to individuals and society while raising people’s productivity and creativity. Education also promotes entrepreneurship and technological advances. Education plays a very important role in securing social and economic wellbeing for all. It is because of the link between education, economic growth and healthy communities that chambers are strong advocates of healthy, effective, and well-funded educational systems.

Mr. Sada further noted, that while the Chamber typically endorses school bonds, the approval is not automatic. The board still reviews the merits of the request, considers opposing points of view and must vote on the matter. The decision to support the bond and override was unanimous; however, due to the Chamber’s conflict of interest policies and protocols, two board members were required to abstain from voting on the matter. With board approval, the Chamber will now issue a government relation’s “Action Alert,” which encourages the business community and residents to support the bond and the override.

The Chamber’s Action Alert is distributed to 3,000+ businesses and its social media/digital reach is estimated to reach 25,000 residents. The message is to Vote Yes on the Dysart Unified School District bond and override, which will help restore funding cuts during the recession while replacing aging buses and air conditioners, and improving security. A yes vote to continue Dysart's override will help keep class sizes manageable, provide all-day kindergarten, improve math and reading scores, and retain talented teachers. A Yes vote on Nov. 5 will help protect our quality of life, train our future workforce, and attract high-paying jobs. For the Surprise Regional Chamber, this is an easy choice. Chambers and Their Political Involvement: New Survey Results Are In

Chambers across the county are getting politically engaged. The Western Association of Chamber Executives (W.A.C.E.) asked chambers of commerce from around the country to complete a survey to discover which ones have Political Action Committees (PACs) and make endorsements. This year’s survey garnered responses from 217 different chambers. Combined with data collected from previous years, W.A.C.E. has data from 280 different chambers across the western United States.

State Legislature: Last Week to Hear Bills

This is the last week to hear bills, and we are nearing the 100-day statutory deadline. The last few sessions have bypassed this deadline and continued to work into early May.

This week is the last week to hear bills in committees, except for Appropriations which has one extra week. Budget discussions will be fully underway in hopes of agreeing with the Legislature and the Governor's Office. Sine Die, or the last day of the session, will occur shortly after that as the Legislature moves its last few bills through each chamber and up to the Governor's desk for a signature or veto.

Several large issues are still outstanding this session including distracted driving, peer-to-peer car rentals, and various tax items including conformity, digital goods and services, and data centers.

The West Valley Chamber of Alliance (WVCA), includes five other chambers and has supported over 18 high priority bills and have another 16 bills on our watch list. The Chamber CEO’s meet with our lobbyist weekly during the legislative session to discuss strategy and appropriate actions that may need to be taken to help support certain bills.

Health Insurance for Small Businesses Hits a Snag

Last year legislation passed allowing for Association Health Plans. This legislation would have allowed organizations like the Chamber, to help small businesses and working owners to band together and purchase coverage through “association health plans,” or “AHPs,” these companies would then be able to enjoy health coverage in the large-group market, which offers a variety of quality options at more affordable prices. This Chamber as well as others around the state,have been moving forward in setting up plans for its members.

Last week the federal courts invalidated a the Rule On Association Health Plans. For now, the final rule’s major provisions have been set aside, and the rule has been remanded back to the Department of Labor.

West Valley Caucus Hears How Free Trade Zones Can Be An Economic Boom

The West Valley Caucus (WVC) had a meeting in March to learn about Free Trade Zones and the significant impact they can have in the future growth of the west valley.

The WVC is a bipartisan group of legislators, mayors, and chambers of commerce CEO’s that was recently created to understand the issues impacting our area and bring solutions and support for our economic growth and vitality of the region.

A free-trade zone (FTZ) is a class of special economic zone. It is a geographic area where goods may be landed, stored, handled, manufactured or reconfigured and re-exported under specific customs regulation and generally not subject to customs duty. The FTZ allows Federal Taxes and Fees to be lowered, eliminated, or exempt from payment. In Arizona, state taxes are also lowered. FTZ will have a significant impact on the future growth of the West Valley.

Chamber Day at The Arizona Legislature (March 1, 2018)

Chambers once a year unite to ensure that lawmakers know us, hear us, and respond to us. And that takes a strong showing of the chamber community. On March 1, over one hundred Chamber Executives and board members, from across the state stand united and create an open dialogue between legislators and business leaders to continue to build a better Arizona business community.

This event is designed to keep the issues of the business community in the forefront of the minds of Arizona Legislators. Coordinated by Arizona Chamber Executives, the event offered an avenue for chambers of commerce from across the state to work together and advocate for Arizona businesses at local, state, and federal levels. “A lot of people don’t understand what the chamber does,” said Raoul Sada, President and CEO of the Surprise Regional Chamber of Commerce. That’s where it starts, you make your voice heard. We will take that voice and go and speak with the people who need to hear it.”

The day includes a full schedule of legislative meetings, updates for key elected officials with networking luncheon with state representatives. Sada said. “On Thursday, we heard a presentation from the Senate president, Steve Yarbrough and then Gov. (Doug) Ducey spoke for 15-20 minutes about things that he’s carried out over the past year and things that he is looking at for the coming year, all business related. Senator Rick Gray joined the Surprise Regional delegation for lunch and facilitated introductions with other key legislators.

Mr. Sada stated “one of the most valuable, and often overlooked functions of a chamber is an advocate for the business community. The Chamber works to represent the collective voice of the business community. Whether it's setting legislative goals, sending out Action Alerts or keeping voters informed through our forums, the goal is ensuring an environment where business can prosper".

Chamber Wins Outstanding Program Award

The Surprise Regional Chamber of Commerce took home some great honors at this year’s international conference for Chamber executives and CEO’s!

The Western Association of Chamber Executives (W.A.C.E.) is the premier organization for education and professional development for chamber executives and represents over 800 chamber professionals in Western states and Canada. This year the Surprise Regional Chamber received acclaim for its Shop Surprise digital text marketing program.

In addition to being innovative, all finalist had to demonstrate they were what is called a “3 C” Chamber (Catalyst for business growth, Convener for leaders and influencers, Champion for stronger communities). To win, all programs were judged on ease of implementation, creativity, return on investment, economic impact and needed to have measurable outcomes.

Scott Phillip, Chair of the Board for the Chamber said, “At its core the Shop Surprise is a digital buy local campaign designed to educate consumers about the economic and social advantages that local businesses bring to a community”. The unique characteristic of the program was its digital text marketing outreach efforts. The program involved 150 business, delivered 283,583 digital messages to over 2,000 smart phones.

“Shop local campaigns are an effective tool used to help retain and expand existing businesses in Surprise” said Raoul Sada, President and CEO of the Chamber. Mr. sada further stated that shop local campaigns are typically less costly and time intensive than recruiting new businesses. Secondly, most of all job growth in a community comes from existing businesses vs. new business relocates, making this type of programs very cost effective.

Chamber Announces Partnership with DECA

The Surprise Regional Chamber of Commerce has a new partnership with all the all the DECA Clubs of the Dysart Unified School District. This arrangement is a natural extension of the partnership that was forged with Career and Technical Education Internship program with Dysart Unified School District.

Raoul Sada, President and CEO of the Chamber said "This new partnership is a strategic investment in our youth and serves to connect education to workforce development. DECA prepares emerging leaders and entrepreneurs for careers in marketing, finance, hospitality, and management in high schools throughout our region. This is a natural fit for chambers."

DECA’s Comprehensive Learning Program integrates into classroom instruction, applies learning, connects to business and promotes competition. DECA prepares the next generation to be academically prepared, community oriented, professionally responsible, experienced leaders.

Because of this unique connection between education and workforce development, the Chamber can help grow our next generation of business leaders and entrepreneurs:
Each DECA club receives a complimentary membership to the Chamber; students are encouraged to participate in Chamber activities and programs.
The Chamber will help promote the resources that are available to the business community by DECA and the CTE program.

Students will receive a free Jr. Chamber membership.
We will continue our practice of giving DECA and CTE students/faculty ten complimentary seats at every breakfast.

DECA and CTE students/staff are encouraged to engage with the business community in creating mutually beneficial relationships. The DECA students are always looking for projects from designing logos to creating marketing plans.
over 100 DECA students will assist the Chamber with special projects. All four DECA clubs will help the Chamber canvas all the retail businesses this fall when we launch the Shop Surprise, business retention program.

CHAMBER RELEASES NEW VIDEO TO ARTICULATE ITS VISION AND PURPOSE

Surprise, Arizona – January 24, 2017 – The Surprise Regional Chamber of Commerce held its annual meeting today. The organization highlighted its accomplishments for the year, introduced new board members, and debuted a new video outlining its broader purpose and vision.

The video, entitled Who We Are, What We Do, can be viewed on the Chamber’s website, Facebook page and YouTube Channel and is available for all member businesses and local organizations to be shared on websites and other social media outlets.

Working with local photographer and filmmaker Allen "Izzy" Butler Schnebly Hill Media, the Chamber set out to showcase and educate its members, and the public about what the Chamber does from a mission/vision perspective.

The President and CEO of the Chamber, Raoul Sada, referenced the American Chamber of Commerce Executives (ACCE) when he said "Misconceptions abound regarding many brands, products and organizations. When it comes to the term “chamber of commerce,” confusion and erroneous assumptions are even more likely, even though almost everyone has heard of the term. The lack of understanding is in large part self-inflicted because chambers in various towns, cities, regions, states and even nations focus on different things and actually operate in different ways."

According to Mr. Sada, the new video focuses on several primary goals, that all Chamber have in common. It is important for the Chamber to educate the public and our members, about who we are, and what our purpose is.
Mr. Sada stated, that too often Chambers only discuss their events and programs at the expense of their mission and purpose. This video is the first step in communicating the vision and purpose of the Chamber, in a short 2-minute video.

The video states a chamber of commerce is an organization of businesses seeking to further their collective interests, while advancing their community. Business owners voluntarily form these local societies/networks to advocate on behalf of the community at large, economic prosperity and business interests. Mr. Sada stated that while Chamber missions vary, they all tend to focus to some degree on five primary goals: Building communities to which residents, visitors and investors are attracted; Promoting those communities; Striving to ensure future prosperity via a pro-business climate; Representing the unified voice of the employer community; and Reducing transactional friction through well-functioning networks.

Chambers have other features in common. Most are led by private-sector employers, self-funded, organized around boards/committees of volunteers and independent. They share a common ambition for sustained prosperity of their community/region, built on thriving employers. Most are ardent proponents of the free market system, resisting attempts to overly burden private sector enterprise and investment.

The Surprise Regional Chamber of Commerce will be organizing around three core impact areas that encapsulate all the major program areas. These three areas, or pillars of the Chamber, are
1. Membership Services and Benefits,
2. Voice of The Business Community (Advocacy/legislation) and
3. Public Education/Public Outreach.

The three pillars will go by the acronym M. V. P, and will help define our structure, and create organizational alignment at all levels of the organization. The MVP model also acknowledges the growing awareness of the different motivations for chamber membership. The MVP description of the Chamber’s core impact areas, attempts to articulate membership value, that more accurately addresses the diverse reasons for belonging.

Research shows that companies join chambers for a variety of reasons, that go far beyond events or mixers. The MVP approach dispels the notion that all members want the same thing, and acknowledges the Chamber’s greater role in the community as a business advocate and helping to sustain the economic prosperity of our region.

In fact, if we restored our share of the travel market to its 2000 level we could create more than 450,000 jobs by 2020.

Capital goes where it is welcome, where it feels safe, and where it has a reasonable opportunity to earn a profit. To maintain and advance its global leadership in capital formation, the United States must have the most fair, efficient, and innovative capital markets in the world. We can’t achieve this without a modern and coherent financial services regulatory system.

In many ways, the government is moving us further away from well-functioning, well-regulated capital markets by producing a maze of overlapping, contradictory, and duplicative financial regulations. The Chambers across America are fighting for the kind of financial rulemaking that protects consumers and investors, encourages reasonable risk taking, doesn’t constrain innovation and growth or allow special interest groups to advance their agendas at the expense of all investors, and is coordinated with other economies and among the many domestic agencies that issue financial regulations.
