Cheif Ryan Freeburg | Glendale Fire Department
Ryan Freeburg, appointed as Glendale, AZ Fire Chief in September 2022, brings over 26 years of fire service experience to his role. As a seasoned firefighter and leader, he directs operational, administrative, and managerial staff within the Glendale Fire Department. Serving a population of over 250,000, the department handles a wide range of services, including fire suppression, emergency medical services, hazardous materials, and technical rescue. Freeburg's career journey saw him rise through the ranks from field firefighter to Assistant Chief in the City of Scottsdale Fire Department before assuming his current position. He holds degrees in Organizational Management and Public Safety Administration and is actively involved in professional organizations such as the NFPA and IAFC. As a dedicated family man, Freeburg resides in Scottsdale with his wife and children.




Chief Chris Briggs | Glendale Police Department
Chief Chris Briggs began his career with the Glendale Police Department in 1992 as a Patrol Officer, where he was committed to utilizing community policing strategies to alleviate the impact of violent crime. Throughout his career, Chief Briggs gained an innate understanding of every division within the department through his extensive work in Criminal Investigations as a Detective and a Sergeant, Professional Standards, and then Special Operations as a Sergeant and a Lieutenant. While in Special Operations, he coordinated contingency responses for events that included NFL and NHL games, Super Bowls, City events and Luke Air Force Base air shows. Chief Briggs was then promoted to the rank of Commander in 2013, where he led the Administration Division and the Gateway Patrol Division before being promoted to Assistant Chief over the Investigations and Administrative Bureau in 2015. In this role, he was responsible for criminal investigations, undercover operations, planning and research, grants and the budget, and other fundamental areas of the department.Chief Briggs was then promoted to the position of Chief of Police in 2019, where he continued to use his passion for servant leadership and collaboration to develop partnerships with regional law enforcement agencies. As president of the West Valley Chief’s Association, Chief Briggs had the opportunity to organize cooperative traffic initiatives, an inclusive mobile field force, and the West Valley Incident Response Team in support of agencies throughout the west valley. Chief Briggs earned his Bachelor of Science in Public Administration from Ottawa University and attended the International Association of Chiefs of Police (IACP) Leadership in Police Organizations course. He has been a member of both the National and Arizona Tactical Officers Associations as well as the Arizona Association of Chiefs of Police. Chief Briggs has been married for 29 years and is the father of a son and daughter.
