The Economic Opportunity Board (EOB) was incorporated in the State of Nevada in September 1964 and opened its first office on April 5, 1965. Founded under the Economic Opportunity Act as part of the Johnson Administration’s War on Poverty, EOB began with a small staff and a $25,000 program development grant, united by a shared commitment to addressing economic hardship and expanding opportunity. From its earliest days, EOB focused on creating meaningful solutions to help individuals and families achieve greater stability and self-sufficiency.

EOB established strong roots in the Westside community of Las Vegas, where it responded directly to the realities of poverty and limited access to resources. Guided by its first Executive Director, Elaine Walbroek, and strengthened by the insight and leadership of community advocate Lubertha Johnson, EOB identified critical needs such as job training, childcare, and supportive services. Through this community-driven approach, EOB grew to become the largest nonprofit agency in Nevada and continues today to advance economic opportunity through programs designed to strengthen communities and create lasting impact.
