Established in April 1965 in Virginia, Minnesota, the Arrowhead Economic Opportunity Agency (AEOA) is a 501(c)(3) non-profit organization dedicated to strengthening communities by providing opportunities for individuals facing social and economic challenges. As one of Minnesota's largest private, non-profit Community Action Agencies, AEOA serves a broad region encompassing the counties of St. Louis, Lake, Cook, Aitkin, Carlton, Cass, Chisago, Crow Wing, Isanti, Itasca, Koochiching, and Pine. The agency's mission is to empower individuals to achieve self-reliance and independence through a variety of supportive services.

AEOA offers a comprehensive range of programs through its six service departments: Employment and Training, Head Start, Housing Weatherization and Rehabilitation, Housing Resources, Senior and Nutrition Services, and Transit. These programs are designed to assist individuals of all ages, with a primary focus on low-income households and those facing barriers to overcoming poverty. Governed by a 27-member Board of Directors representing low-income individuals, public officials, and private sector parties, AEOA employs over 350 full- and part-time staff and engages more than a thousand volunteers. The agency is recognized as a state-designated employment and training service provider, as well as a Community Housing and Development Organization, playing a pivotal role in supporting the region's low-income population.
